Inhaltsangabe:Problemstellung: Die Europäische Union erfreut sich als größter Immobilienmarkt der Welt zunehmender Beliebtheit bei Investoren und Immobilienfonds. Der deutsche Markt profitiert dabei von einem gewachsenen Standing. Viele Investoren suchen daher auch auf dem deutschen Markt Möglichkeiten der Anlage in Immobilien. Für Furore sorgten in der nahen Vergangenheit die Übernahme großer Immobilientranchen der Viterra sowie der Erwerb des Deutschen Bank Carrés in Düsseldorf durch Immobilienfonds und sog. Reits (Real Estate Investment Trusts). In diesem Umfeld stoßen Investoren immer noch auf erhebliche Unterschiede in der europäischen Bewertungspraxis von Immobilien. Unterschiedliche gesetzliche Vorgaben, hinsichtlich der Bewertung von Immobilien, sind eher die Regel als eine Ausnahme. Ausgeprägte Bewertungskulturen finden sich insbesondere in Deutschland und den skandinavischen Ländern. In den südlichen Ländern Europas und den osteuropäischen Staaten, fehlt in der Regel eine verlässliche Datenbasis, die einen Vergleich von Grundstückswerten und Herstellungskosten von Immobilien ermöglicht. Die rechtliche Kodifizierung ist in den südeuropäischen Ländern als vergleichsweise schwach anzusehen. Diese Unterschiede in den Rahmenbedingungen der Immobilienbewertung führen daher zwangsweise zu abweichenden Wertanschauungen bei, qualitativ gesehen, vergleichbaren Immobilien. Insbesondere bei größeren Immobilienportfolios. die nach den Kriterien der International Financial Reporting Standards als Investment Property zu klassifizieren sind, stellen sich, auf Grund der unterschiedlichen Bewertungsansätze und den damit verbundenen abweichenden Verkehrswerteinschätzungen, Probleme bei der Beurteilung von Immobilien ein. Diese Auswirkungen reichen von der Einschätzung einer einzelnen Immobilie bis zur Beeinflussung der Beurteilung des Vermögens einer gesamten Unternehmung. Das bei den Investoren aus Amerika und dem asiatischen Raum beliebte „Discounted Cash-Flow-Verfahren“ findet nicht in allen Ländern der Europäischen Union Anwendung. So bestehen beispielsweise in Italien keine verbindlichen Vorgaben zur Bewertungsmethodik. In Großbritannien wird mit einem Vergleichswertverfahren, unter Einbeziehung von Miet- und Pachtverhältnissen gerechnet, so dass eine Vergleichbarkeit von ermittelten Verkehrswerten keinesfalls gewährleistet ist.
