China, ein Markt, der das Ausland willkommen heißt und auf den die ausländischen Unternehmer momentan stärker strömen als irgendwo sonst in der Welt. Delegationen aus aller Welt, mit führenden Personen aus Politik und Wirtschaft, geben sich in der Volksrepublik die Klinke in die Hand, um die Interessen der heimischen Unternehmen zu vertreten. So hoch die Bedeutung solch hochrangiger Botschafter in Namen der deutschen Wirtschaft auch einzuschätzen ist, so entscheidend ist letztlich das, was dabei heraus kommt. Wie stark ist die deutsche Wirtschaft tatsächlich in China vertreten? Und wie sehr profitiert der deutsche Mittelstand, dem 99 Prozent aller deutschen Unternehmen angehören, von den jährlichen 7-8 Prozent Wirtschaftswachstum in China? Ist die Aussage von einer verhaltenen Präsenz deutscher Unternehmen in Asien und konkret in China auch heute noch richtig? Diese Fragen können in Rahmen dieser Arbeit nur ansatzweise diskutiert werden, doch kann folgendes festgestellt werden: Deutschland steigerte seine Exporte in die VR China von 1999 bis 2001 um 75 Prozent, aber: der Anteil an den deutschen Gesamtexporten lag in 2000 nur bei 1,5 Prozent. Deutschland ist Chinas wichtigster europäischer Handelspartner, aber: der Anteil an Chinas Gesamtimporten in 2000 lag bei nur 4,2 Prozent (die USA hatten den zweieinhalbfachen, Japan den vierfachen Anteil). Deutschlands 1,3 Milliarden Euro Direktinvestitionen in China waren europäische Spitze, aber: insgesamt belegte Deutschland u.a. hinter Japan und den USA, aber auch hinter Taiwan oder Südkorea nur Platz Acht bei den ausländischen Direktinvestitionen. Der Rahmen statistischer Größen ist dehnbar und bietet Platz für divergierende Aussagen. Doch eines kann festgehalten werden: Die deutsche Wirtschaft hat u.a. im Vergleich zur Präsenz der Konkurrenz aus Japan und den USA in China noch Nachholbedarf. Die Chance des großen chinesischen Marktpotentials muss der deutsche Mittelstand für sich erkennen und diese erfolgreich in Taten umsetzen. Aus dieser Erkenntnis ist die Motivation hervorgegangen, Erfolgsfaktoren für den Eintritt deutscher mittelständischer Unternehmen in den chinesischen Markt am Beispiel der Werkzeugmaschinenindustrie zu benennen und zu analysieren.
