Book Description: Agriculture plays a crucial role in the alleviation of extreme poverty and hunger. Development of new crop varieties that are more resistant to disease and pests, and that produce more in dry conditions or on poor soils, can contribute to agricultural development. However, while the technical potential to improve crop varieties is increasing rapidly, such technologies do not always successfully contribute to the economic development of resource poor farmers. New technologies may never reach farmers, may be prohibitively expensive, or may solve only a very limited part of the problem that farmers are facing in practice. This book engages with the debate on how modern genetic technologies are used in plant breeding, and questions what it is that makes a new technology appropriate for pro-poor agricultural development. It does so by moving beyond a technical perspective on what constitutes ‘appropriate technology’ and by analyzing how different approaches to agro-technological development create different social roles for technology developers and farmers in innovation processes and production systems. Case studies of projects and international research centres in India, Peru and Mexico provide an insight in the different approaches to agro-technological development in which farmers are treated as ‘recipients of technology’, or are involved as ‘co-innovators’, and in which technology developers present themselves as ‘solution providers’ or as ‘service providers’. Insight in those different approaches contributes to a clearer debate on the potential role of biotechnology in agricultural development and the reduction of poverty.

Book Description: Basically, the contemporary manipulation of identifiable living cells and bacteria in industrial and scientific processes has been functionally essentialized by the desire to improve on the state of the human condition in this modernizing era. Meanwhile, the prevalent globalizing culture has made it feasible for quick exchange of information and, indeed, instant spread of cogent empirical knowledge. Such is the case with biotechnological development, which seeks to enhance agricultural productivity; health care delivery and, of course, the realization of the focal target of the ‘Millennium Development Goals’ (MDGs), that is ‘halving extreme poverty by 2015’. As noble as this innovation seems however, its application in Nigeria as obtainable in most parts of sub-Saharan Africa has been largely uncoordinated, or at best, attenuated; ostensibly due to inactivity on the part of the political leadership. This study focuses on the explication of varying interpretations of the reality of biotechnological incorporation within Nigerian configuration. On the part of the policy planners, have usual proclamations been met with desired actions in the bid to localize such innovation in the country? Are they conscious of its long-run human, social and environmental implications? On the other hand, are the people – the supposed direct beneficiaries of such adaptation aware of its existence and usefulness? How do they perceive and construct its reality? These and related issues are addressed in this study. The methods of In-depth Interviews (IDIs) and Evaluation Research (ER) are engaged as the study’s modes of inquiry, while Berger and Luckmann’s ‘The Social Construction of Reality’ is adopted as its theoretical platform.

Book Description: American policymakers have a keen interest in understanding the interaction between the US biotechnology sector and industry developments in China. This high-technology complex is key to economic competitiveness and national security in the years ahead. The US is today the leading biotech nation in the world, a position earned through a century of innovation and healthy market conditions that fostered success. China, meanwhile, is an increasingly important player in biotechnology, given a huge population and effort to advance, and it has great potential to lessen the gap with the US in certain areas. Collaboration with America through investment, education, trade, R&D, and talent flows was critical to China’s biotech catch up since the 1980s. The current flow of capital, people, and ideas between the Chinese and US biotech industries reflects the reality of increasing economic globalization that creates benefits to both sides but has recently come under debate given concerns that China’s economic, political, and security evolution is not as aligned with American interests as previously assumed. This report reviews the development of China’s biotechnology industry and the role foreign trade, investment and other linkages—particularly with the United States—have played in its evolution. We find that integration and collaboration run deep, and that disrupting these linkages would bring high costs for innovation, US welfare and public wealth. Continued investment by the US in its own biotechnology industry will go a long way toward limiting the effectiveness of China’s efforts to close the biotechnology gap between the two countries. At the same time, the US needs to address concerns arising from China’s current policy directions, including better screening of investment and other engagements for potential national security risks and the protection of sensitive data.
